City Manager
Location: Roswell, NM
Job Type: Full-time, at-will
Our client, a municipal government organization, is seeking an experienced City Manager to serve as its Chief Administrative Officer. This individual will oversee the city’s day-to-day operations and make independent administrative decisions within the framework of City Council policy and applicable federal and state laws.
The ideal candidate is an accomplished municipal leader with strong experience in public administration, government operations, budgeting, personnel management, and community development.
Compensation
• $200,000–$230,000 annual salary, based on experience
Responsibilities
• Direct and coordinate the administration of municipal government
• Carry out ordinances, policies, rules, and regulations enacted by the City Council
• Ensure compliance with applicable federal and state laws
• Oversee the daily operations of all city services, programs, departments, facilities, and personnel
• Hire, promote, train, supervise, discipline, and discharge city employees
• Provide leadership and direction to department heads and municipal staff
• Prepare and submit the annual municipal budget for City Council approval
• Address both short- and long-term financial and operational needs
• Make recommendations to the City Council concerning the welfare, health, development, and safety of the community
• Develop and implement administrative policies, procedures, and strategic initiatives
• Maintain effective working relationships with elected officials, employees, community members, and other stakeholders
• Perform additional responsibilities as delegated or directed by the City Council
Qualifications
• Master’s degree in public administration or a related field from an accredited college or university
• Five to seven years of progressively responsible experience as a City Manager, Assistant City Manager, County Manager, Deputy City Manager, or comparable leader within a governmental entity
• An equivalent combination of relevant education and experience may be considered
• Strong knowledge of public administration, municipal operations, and organizational leadership
• Experience with municipal finance, budgeting, and long-term financial planning
• Knowledge of collective bargaining within the government sector
• Understanding of federal and state laws affecting municipal governance
• Ability to develop, interpret, and administer legal and quasi-legal policies, guidelines, and regulations
• Strong leadership, communication, decision-making, and relationship-building skills
• ICMA certification or credentialing preferred
Additional Requirements
• Must obtain and maintain a valid New Mexico Class D driver’s license within 30 days of hire
• Must maintain a satisfactory driving record and remain insurable under the organization’s insurance policy
• Must successfully complete a comprehensive background investigation, including employment, criminal, and driving records
• Must pass a post-offer, pre-employment drug screening
